Southside Neighborhood Association and Self-Help CDC
Purpose of MOU is to outline a partnership that is created to begin jointly looking at a housing plan and its implementation. After this initial phase, another document would detail actual development (acquisition, construction, sale, rental) of homes in Southside. Development of this document would occur soon after the creation of the plan and the establishment of a land bank (if it is decided that this would be feasible).
Definition of a land bank inventory of properties that have been acquired for future re-development. Usually entails long-term management of vacant lots and abandoned homes while all properties are acquired. Objective of a land bank is to create impact within a specific area once several adjoining properties have been obtained. A land bank can be managed by a public or private entity.
Self-Help manages a land bank for properties acquired in Southwest Central Durham. These properties are made available for sale to non-profit developers of homes for sale to individuals earning lower incomes. Allocation of these properties is done through a request process that requires that developers submit a request for purchase as well proposed house designs to a committee composed of members of the community as well as Self-Help as manager and owner of the land bank.
Who’s involved?
Southside Neighborhood Association (SNA) will create a development committee that represents the interests of Southside residents with regards to new housing development.
Role of Development Committee
1. Create a housing plan that will guide the development of homes in the neighborhood
2. Assist Self-Help CDC with requests for grants, financing, and other funding for Self-Help’s housing development efforts
3. Assist in identifying properties in Southside that may be available for purchase
4. Inform the SNA about the housing plan
5. Establish quality and design standards (square footage, landscaping, driveways, etc) for housing developed in the neighborhood
6. Identify other developers to help ensure the creation of a wide range of quality housing as defined in the plan
7. Serve as liaison to PAC when asking for PAC support for and familiarity with Southside plans and issues.
8. Lead neighborhood efforts to gain local government support for neighborhood plans and initiatives (sidewalks, police substation, etc)
Role of Self-Help CDC
1. Participate as a member of development committee
2. Apply for grants, financing and other funding for Self-Help housing development efforts
3. Acquire properties that are suitable for development and hold them until such time as it decides to develop them or place them in a land bank if so determined
4. Determine the need for and mechanism for administering a land bank that would be used by Self-Help and other previously identified developers (referenced in f. above)
